Joint Authority to oversee Trail Blazers renovation discussions

A Joint Authority will be established in the early fall to begin negotiations with the Trail Blazers regarding renovations. This authority will consist of three representatives from the state, three from the city, and one from the county. If an agreement is reached by December, the Joint Authority will oversee the renovation project, managing public funds related to the expenditure. Once the renovation is complete, the authority's role will shift to maintaining oversight of ongoing capital expenses for the Moda Center.
