All former players are now grouped into a single selection process for 13 available semifinalist spots. The finalist field is capped at five, with each nominee requiring 80% of the vote for induction. This change creates a more competitive environment by requiring candidates to compete against all eligible NFL players rather than a specialized senior group. The committee size has also been reduced from 50 to 25 voters, removing the mandate that every NFL city have a representative. Separate voting paths were established for coach and contributor finalists, who are now subject to an up-or-down vote.
