Mayor Jane Castor expressed frustration with council members opposing the plan, stating their actions hinder negotiations. Rays CEO Ken Babby plans to meet individually with council members to address their concerns. A non-binding memorandum outlining financial responsibilities was previously approved by both Tampa and Hillsborough County. The Rays aim to finalize funding and begin construction by late 2026, with an intended opening in early 2029.
